PROBLEM TO BE SOLVED: To provide a magnetic recording medium wherein particle sizes of magnetic crystal particles are made fine without disturbing crystallinity and orientation of the magnetic crystal particles and which has satisfactory SNR characteristics and can perform high density recording and to provide a magnetic recording device using the same. SOLUTION: The magnetic recording medium 62 is provided with a substrate 11, base layers 13 and 14 formed on the substrate 11 and a magnetic recording layer 15 having the magnetic crystal particles and a boundary region enclosing the magnetic crystal particles . The boundary region comprises an oxide of Ti, the ratio of the substance quantity of the oxide of Ti in the magnetic recording layer 15 is 5 to 15 mol% and at least TiO and/or Ti2O3is contained as the oxide of Ti.
