PROBLEM TO BE SOLVED: To provide a rolling mill for manufacturing fine grained steel and a rolling mill train which are suited to reduce the grain size of ferrite structure by a heavy screw-down rolling method about various steel sheets including dead soft steel. SOLUTION: A pair of work rolls 1, 2 which come in contact with a rolling sheet are taken as very small diameter rolls or different diameter rolls, and roll cooling means 11, 13, 15, 17 for jetting spray water onto the surface of each roll 1, 2 and a sheet cooling means 21 for jetting spray water from the surface of the steel sheet x on the outlet sides of the work rolls 1, 2 to the contact point between the steel sheet x and the work roll 1 are arranged, and a dewatering means 22 for interrupting or opening the flow passage of the spray water onto the surface of the steel sheet x by bringing it into contact with the surface of the work roll 1 or separating it from the surface is positioned.
