PROBLEM TO BE SOLVED: To generate a business form creating program without designing a structure of the business form creating program by defining program specifications by a tabular format per business form type. SOLUTION: The business form creating program generating device has business form program specifications 10 defining output contents of a business form per business form type, a generation source template storing means 31 provided with a program structure regulating output processes and their execution order per business form type, a business form program specifications reading means 21 for reading the business form program specifications, a business form program specifications analyzing means 22 for carrying out analysis of the business form specifications read by the business form program specifications reading device, and a source constructing means 23 for padding an output process for outputting output contents per business form type in a predetermined execution position in a generation source template by using a result of the analysis by the business form program specifications analyzing device and the generation source template, and generating a program source file 40 for a business form.
