PROBLEM TO BE SOLVED: To provide a thermal insulation panel in which injection and foaming of a foaming thermal insulation core material are carried out smoothly in manufacturing the panel having a reinforcing material buried in it, and a density of the foaming thermal insulation core material in the panel is uniformized. SOLUTION: The thermal insulation panel P includes a pair of surface plates 3, a frame member 4 interposed between the side parts of the surface plates 3, the thermal insulation core material 5 injected into the space formed by the two surface plates 3 and the frame member 4, and the reinforcing member 6 abutting an inner surface of one of the surface plates 3 while one end of the reinforcing member 6 is buried in the core material 5. The reinforcing material 6 is formed of a base plate 61 abuttable with the inner surface of one of the surface plates, a vertical plate 63 extended from a side of the base plate 61 in a direction of the thickness of the thermal insulation panel P, and a horizontal plate 64 extended from a front end of the vertical plate 63 outwardly and parallel to the surface plates 3.
