PROBLEM TO BE SOLVED: To prevent the spread of viruses from a terminal having insufficient security countermeasures, and facilitate taking security countermeasures in such a terminal. SOLUTION: The network system is provided with at least one or more normal local networks, a special network for security countermeasures which cannot access the network and can perform security countermeasures, a switching section capable of being connected to a terminal and bringing the terminal into a state that the terminal can access either of the normal local network and the special network, and a security countermeasure determining section for determining the state of the security countermeasures of a terminal connected to the switching section. The switching section brings the terminal into a state that the terminal can access the normal local network if it is determined that the terminal has sufficient security countermeasures, and into a state that the terminal can access the special network if it is determined that the terminal has insufficient security countermeasures.
