PROBLEM TO BE SOLVED: To provide a shift control device for a continuously variable transmission capable of suppressing sense of incompatibility based on responsive relationship between shift operation by a driver and control of input rotating speed as much as possible. SOLUTION: The shift control device for a continuously variable transmission having a first shift mode for selecting input rotating speed on the basis of a shift condition set in advance and a second shift mode for selecting input rotating speed on the basis of shift operation by a driver, is equipped with a first rotating speed control means (Steps S16, S17) for setting the ultimately selectable minimum value of the input rotating speed on the basis of vehicle travelling resistance when the second shift mode is selected, and with a second rotating speed control means (Steps S16, S5, S7, S9, S10) for allowing selection of input rotating speed less than the minimum value as the ultimate input rotating speed when the shift operation by a driver for selecting input rotating speed less than the minimum value is continued.
