<P>PROBLEM TO BE SOLVED: To enable a power company to effectively use personnel by easily and quickly assigning employees in accordance with demand for power. <P>SOLUTION: In seasons with a low power demand, specific power generation facilities are stopped, and a work plan for a repair job is created so as to use excess personnel for operation/security jobs and excess personnel for a work job in the repair job.
