<P>PROBLEM TO BE SOLVED: To easily treat a device of a different specification as a control object. <P>SOLUTION: An information holding part 13 of a server 1 holds an all purpose command class being data forming the basis for generating a command class for controlling a different kind of noncontact IC card. The all purpose command class is constituted of a command described in object pointing language, and is provided for respective service providing enterprisers. The respective service providing enterprisers make the command class by adding the original function in response to the respectively provided services on the all purpose command class, and the command class made in this way is also held in the information holding part 13.
