PROBLEM TO BE SOLVED: To measure a receiving error rate without preliminarily setting the number of communication packets which are communicated for measurement on the transmitting side and the receiving side of a measurement system.

SOLUTION: The measurement system for measuring receiving error rates of a plurality of communication packets transmitted from a transmitting side communication apparatus is provided with a packet transmission processing part for transmitting the plurality of communication packets obtained by including a packet transmission number of the communication packets transmitted from the transmitting side communication apparatus in data by the transmitting side communication apparatus, a receiving packet receiving number counting part for counting the packet receiving number of the communication packets normally received by a receiving side communication apparatus, a packet transmission number acquisition part for acquiring the packet transmission number from the communication packets received by the receiving side communication apparatus, and an error rate calculation part for calculating a receiving error rate on the basis of the packet transmission number and the packet receiving number.
