PROBLEM TO BE SOLVED: To provide a snow-melting device which has excellent practicality, and which can efficiently melt snow all over a road surface. SOLUTION: A fluid lead-out layer 2, which constitutes the road surface 1, is provided above a fluid-impermeable layer 3 which prevents the passage of a fluid provided below the road surface 1, and a snow-melting fluid lead-out body 4, which leads the snow-melting fluid 7 into the layer 2, is provided.
