摘要

PROBLEM TO BE SOLVED: To efficiently execute a post-filtering process for eliminating block distortion remaining in a DCT unit block boundary after decoding/expanding.

SOLUTION: An evaluation value for showing the change rate of a pixel value in a picture signal is calculated to execute an arithmetic process of a filter coefficient using the calculated evaluation value, and a filtering process is applied to a pixel of the picture signal using the arithmetically processed filter coefficient.
