PROBLEM TO BE SOLVED: To provide the technology for facilitating starting more favorably in an internal combustion engine provided with a heat-storage device. SOLUTION: The internal combustion engine includes a heat-storage vessel for holding a heating medium in a state of heat-insulation, and an engine-temperature sensor for sensing temperature of the internal combustion engine. In starting the internal combustion engine, either one of a cylinder head and a cylinder block is given priority in warming-up by switching (S101, S102, S103) the circulation paths of the high temperature heating medium held in the heat-storage vessel on the basis of the temperature of the internal combustion engine sensed by the engine-temperature sensor.
