PROBLEM TO BE SOLVED: To provide a shutter curtain opening/closing device of a shutter apparatus, which can be wholly downsized by shortening the radius of a rotating element including a winding shaft. SOLUTION: The winding shaft 50, which serves as the rotating element and which rolls up/pays out a shutter curtain, is provided with a body 60 of nonrotation, which is not rotated in the rotation of the winding shaft 50, and a body 61 of rotation, which is rotated integrally with the winding shaft 50; a first shaft 63 of the body 60 is supported by a first bracket 51; a second shaft 70 of the body 61 is supported by a second bracket 52; and a return spring 66, which is connected in the state of being laid between the body 60 and a driving member 65 connected to the winding shaft 50, wherein a spring force is accumulated as pressure when the winding shaft 50 pays out the shutter curtain and which makes the accumulated spring force utilized when the shutter curtain is rolled up, is arranged in an axial length part wherein the winding shaft 50 does not overlap the body 60 axially shorter than the winding shaft 50.
