PROBLEM TO BE SOLVED: To provide a rotary cutter device and a method of adjusting a mounting angle of a fixed blade in the rotary cutter device, capable of adjusting the mounting angle of the fixed blade to a proper angle by simple operation, and reducing the cost of the device. SOLUTION: The fixed cutter 50 comprises an oscillating body 52 pivoted oscillatably on a shaft 51, the fixed blade 53 projected to one side of the oscillating body 52, an oscillation control means 56 for controlling the oscillation toward one direction of the oscillating body 52, an elastic body 57 for constantly applying the energizing force toward the direction to control the oscillation to the oscillating body 52, and an oscillating means 59 for forcibly giving the oscillating force to the oscillating body 52, and the oscillating body 52 is supported by pivot parts of three points, that is, a contact part of the elastic body 57 and the oscillating body 52, a contact part of the oscillation control means 56 and the oscillating body 52, and the shaft 51 of the oscillating body 52.
