PROBLEM TO BE SOLVED: To efficiently transmit attached data while carrying out error correction according to the communication environment. SOLUTION: A bit addition section 14 acquires the RSSI measured by an RSSI measurement section 13 and attaches "1" to each bit of protected voice data of a VOCODER when the acquired RSSI is less than a prescribed threshold. When the acquired RSSI is the prescribed threshold or over, the bit addition section 14 attaches each bit of attached data to each bit of the protected voice data of the VOCODER. A frame restoration section 27 separates high-order bits and low-order bits from de-interleaved data and discriminates the validity / invalidity of 8 data units resulting from composing the separated low-order bits on the basis of the CRC.
