PROBLEM TO BE SOLVED: To provide a technology for efficiently compensating for a loss if the loss occurs with respect to a packet transmitted into a transmission line. SOLUTION: There are provided a communication section for exchanging an encoded data packet with another terminal; a redundant code generation section which generates a redundant code packet for repairing a loss of a data packet; a redundant code control section for controlling a band used for the redundant code packet; a resending buffer for storing a resending packet to be resent to the other terminal if a data packet is lost; a search section for searching a corresponding resending packet from the resending buffer if it is requested from the other terminal to resend a data packet; a resending control section for controlling a resending use band to be used for transmitting the resending packet; and a band control section for controlling an addition ratio of a redundant code based on the resending use band and the redundant code use band.
