PROBLEM TO BE SOLVED: To provide a charging device excellent in durability by forming a brush composed of fibers whose length is≤2mm on the surface of a cleaning member and by providing the cleaning member rotatably while its rotational angle is controlled. SOLUTION: In the electrifying device 31 equipped with an electrifying roller (electrifying member) for electrifying the surface of an image carrier 1 and a brush roller (cleaning member) 12 for cleaning the surface of the electrifying roller, the brush 20 composed of the fiber whose length is≤2mm is formed on the surface of the roller 12, and the roller 12 is provided rotatably while its rotational angle is controlled.
