PROBLEM TO BE SOLVED: To resolve the situation where maintenance work is prolonged and the efficiency in the operation of a plant is degraded because defects in sections to be inspected are inspected before the implementation of residual stress improvement work (surface modification) and the discovery of a defect increases processes of the work for implementing the residual stress improvement work after the removal of a crack defect in a conventional method for modifying the surfaces of structures in a reactor. SOLUTION: The residual stress improvement work is implemented (S5) in a method for skipping defect inspections by determining (S21) whether they can be skipped or not from the predictions based on previous cases of the occurrence of defects in the plant and a use environment(S20) of the reactor or with cracks remaining (S10) according to their sizes even if a defect inspection is carried out.
