PROBLEM TO BE SOLVED: To provide a surface processing device which can easily and effectively form an uneven shape including information to the surface of a sheet body; perform the prevention of copy reproduction or the distinguishing of the sheet body by the manual touch of a person with a disabled eyesight; and convey information relative to an image with the help of an unevenness pattern reader, and an image recording device. SOLUTION: The surface processing device comprises a sheet body heating means which heats the sheet body; a sheet body cooling means which cools the sheet body kept in contact with a contact member; and an uneven shape control means which forms an uneven shape including information on the surface of the sheet body using at least either of the sheet body heating means or the sheet body cooling means. In addition, in the surface processing device, the information is preferably at least one selected from among characters, symbols, figures, coded information and a combination of them.
