PROBLEM TO BE SOLVED: To perform write-in and read-out of data for a recording medium in an apparatus being used hitherto without purchasing a recording and reproducing system being exclusive for a new recording medium. SOLUTION: A cartridge 30 housing a hard disk as a recording medium 31 is attached to a VHS video deck 20 freely attachably and detachably. The cartridge 30 is provided with a magnetic tape simulating part 34 being a tape state in a simulated state, and a video signal is inputted and outputted in/from the deck 20 side from it. Rotation of a reel rotation motor 21d of the deck 20 is detected by a rotation direction/speed detecting part 32, write-in or read-out for the recording medium 31 of video data is performed with timing based on the result.
