PROBLEM TO BE SOLVED: To prevent a voice from being mistakenly recognized owing to an operation sound during setting operation by voice input. SOLUTION: When an operator presses a speech key 1131 on a console panel 140, a CPU 503 stores a speech inputted from a handset 218 in an address space within a prescribed range in a RAM 505 (S2). Speech data (sound data of an operation sound) stored in another address space in the RAM 505 are read out (S3) and those speech data are compared (S4). When they do not agree each other, the input speech data are subjected to speech recognition processing (S6). On the basis of mode information of the speech-recognized speech data, the mode of the console panel 104 is set (S7). When they agree each other, on the other hand, the input speech data are not subjected to the speech recognition processing.
