PROBLEM TO BE SOLVED: To form a thermal shielding film on the whole face of the surface in a member without clogging a cooling hole 22. SOLUTION: In the thermal shielding film forming method, by which the thermal shielding film is formed on the surface of a member with a cooling hole 22 formed by a thermal spraying, a masking pin 4 is inserted into the cooling hole 22 via a disk cover 2 arranged on the side of the bottom face, and then, the thermal shielding film is formed by the thermal spraying, the insertion of the masking pin 4 is performed in a state where there is no influence by the material of the masking pin 4 to an air flow groove 21 at the bottom part of the cooling hole 22, and the thermal shielding film is formed by thermal spraying., thereby forming the thermal shielding film on the whole face of the surface without clogging the cooling hole 22.
