PROBLEM TO BE SOLVED: To provide a surface treatment agent which can effectively prevent corrosion and discoloration to a nickel film or a nickel alloy film without incorporation of harmful chromium, and causes no deterioration in soldering properties such as solder wettability and adhesiveness, and to provide a surface treatment method using the same. SOLUTION: The surface treatment agent for a nickel film or a nickel alloy film is composed of an aqueous solution which comprises tungstic acid and/or the salt thereof as the main component, comprises phosphoric acid and/or the salt thereof, and does not contain hexavalent chromium or tervalent chromium.
