PROBLEM TO BE SOLVED: To provide an electromagnetic actuator that enables transmission of an output, from the middle portion and that hardly causes shaft deflection. SOLUTION: This electromagnetic actuator is provided with a cylindrical rotor magnet 30, comprising a permanent magnet, the annular end surface of which is magnetized to a plurality of magnetic poles and first and second stator coils 10, 20, arranged in such a way as to sandwich the annular end surface of the rotor magnet 30. Each of the stator coils 10, 20 is provided with a plurality of magnetic poles 13a, 13b, magnetic poles 23a, 23b made of a magnetically soft material which extends from the outside circumferential side in the axial center direction and magnetic poles 15a, 15b, magnetic poles 25a, 25b extending from axial center side in the diametrical direction, along the annular end surface.
