PROBLEM TO BE SOLVED: To prevent a cell from being brought into an overcharged state, even if the reference voltage that calculates the threshold voltage for adjusting a capacity of the cell is increased. SOLUTION: A reference voltage source 5 generates the reference voltage Vsa and outputs it to a subtractor 4. The subtractor 4 outputs a result, obtained by subtracting the reference voltage Vsa from a prescribed voltage Vsb to a capacity adjustment circuit 3. The capacity adjustment circuit 3 compares a voltage V1 of the cell s1 and a voltage (Vsb-Vsa) inputted from the subtractor 4, makes a part of a charge current flowing to the cell s1 bypass, when the voltage V1 becomes higher that the voltage (Vsb-Vsa), and adjusts the capacity. As a result of this, when the reference voltage Vsa rises, the threshold voltage (Vsb-Vsa) is lowered, and the cell can be prevented from being brought into the overcharge state.
