PROBLEM TO BE SOLVED: To provide a vehicular heat insulating mat material which is cut and bent upon application, complied with the stringent UK standards, and applicable to a high-speed railway rolling stock installed overseas. SOLUTION: The heat insulating mat material of the thickness of 10-100 mm is formed by uniformly mixing low melting point organic fibers of a small amount with glass fibers and carbon fibers, and passing hot air perpendicularly through the bulky cotton-like material to form the whole of it into a sheet. The result of the combustion test according to the UK standards is Class 1, the result of the smoke test is below 4.2 in A<SB>0</SB>(ON), and below 6.3 in A<SB>0</SB>(OFF), and R value of the toxicity test of generated gas is below 1.6.
