PROBLEM TO BE SOLVED: To perform control for returning two wheels to the neutral state by fluid control in order to suppress rolling at regular turning. SOLUTION: Fluid actuators 14 are provided on each of two wheels 2, 4 independently vertically moved, the fluid chambers of respective two fluid chambers 24a, 24b of the respective fluid actuators becoming high pressure when two wheels are vertically moved in a reverse phase are communicated with each other by a first fluid passage 32 and the fluid chambers each other becoming low pressure are communicated with each other by a second fluid passage 34. A throttle valve 38 and a reaction force generation means 40 are provided in series on a third fluid passage 36 connected between the first fluid passage and the second fluid passage. When differential pressure is generated between the first fluid passage and the second fluid passage, the reaction force generation means enhances internal pressure of the fluid chamber communicated with one of the first fluid passage and the second fluid passage becoming the high pressure side and gives reaction force to the fluid actuator in a direction returning the vertical movement of the reverse phase of the two wheels.
