<p><P>PROBLEM TO BE SOLVED: To provide a device and a method which make it possible to design a high-accessibility user interface. <P>SOLUTION: Operation information with restriction is generated on the basis of operation information based on an ideal operation to a user interface, and an evaluation is made by comparing result record data based on the ideal operation with result record data based on an operation with restriction. By this processing, the result by the ideal operation can be compared with a result by an operation by a virtual handicapped person. On the basis of the result of the comparison, for example, an interface designer recognizes the difference between the result by an operation which he assumes to take and the result by the operation by the virtual handicapped person, determines a position in which the difference occurs as the position where the virtual handicapped person can not operate as a person with no disability does, and repeats the corrections of the positions in question and the evaluations.
