The inventive device is used for sanitary and hygiene, namely for oral hygiene. The inventive device comprises a working unit which is fixed to a rigid base and is embodied in the form of at least one structured tampon or the set thereof which are fixed to said solid base at least in a single row or in a random order. Said invention makes it possible to produce a device which is disposable because of the low cost and production effectiveness thereof, to efficiently and nontraumatically clean the oral cavity and tooth surface without gingivae damage and to impregnate the working unit with usual tooth paste componenets and with therapeutic agents.
