PROBLEM TO BE SOLVED: To inexpensively manufacture a long-sized coil of stable quality by a coil forming device. SOLUTION: A reel 3 and a flyer 5 are mounted on a shaft 2. A mechanism board 22 provided with a coiling mechanism K, which has a feed roller 25, a forming jig 27, and the like being the same as a spring coiling device has, is fixed to the flyer 5 to be integrally rotated with the flyer. A filament-shaped body S let out from the flyer 5 is taken in by the feed roller 25 and coiled in a direction opposite to a rotational direction of the flyer 5, setting the shaft center of the shaft 2 as a center of curvature with the forming jig 27. The rotational velocity ratio of the flyer 5 to the feed roller 25 is, in particular, adjusted so that one coil is formed while the flyer 5 makes one rotation, and thus a coil C, which is a product, is stably sent out in a non-rotation state.
