PROBLEM TO BE SOLVED: To provide a powdered catalyst which restrains the aggregation of nobel metal particles and is excellent in durability.

SOLUTION: The powdered catalyst contains a noble metal A1, a transition metal B and a porous oxide C3, wherein a part or whole of the transition metal B forms one or more complexes D2 together with a part or whole of porous oxide C3. In addition, a part or whole of the noble metal A1 exists on the complexes D2.
