PROBLEM TO BE SOLVED: To provide a video recording and reproducing apparatus capable of carrying out dubbing, that is, recording a video image reproduced at a reproduction side to a recording side, which prevents the video image from being recorded to the recording side when the image quality of the video image reproduced at the reproduction side is deteriorated without imposing troublesome operations or the like on a user using the video recording and reproducing apparatus. SOLUTION: The video recording and reproducing apparatus 20 is provided with: a first recording reproduction unit 1; a second recording reproduction unit 2; and a control microcomputer 7 for controlling operations of the first and second recording reproduction units 1, 2. In the midst of recording a video image reproduced at the first recording reproduction unit 1 by the second recording unit 2, when the control microcomputer 7 detects a color signal processing circuit 6 outputs a color killer signal, the control microcomputer 7 controls the second recording reproduction unit 2 to stop its recording.
