<P>PROBLEM TO BE SOLVED: To provide a piezoelectric ceramic having a large Q<SB>max</SB>in a third harmonic mode of thickness longitudinal vibration, e.g., a third harmonic mode of thickness longitudinal vibration at a relatively high frequency band (e.g., 16-65 MHz), and to provide a piezoelectric device, such as a resonator, having the piezoelectric ceramic as a piezoelectric body. <P>SOLUTION: The raw material powder for the piezoelectric ceramic contains, as a main component, a bismuth layered compound including an M<SP>II</SP>Bi<SB>4</SB>Ti<SB>4</SB>O<SB>15</SB>type crystal (wherein, M<SP>II</SP>is elements constituted of Sr and Ln (where Ln is a lanthanoid element)), containing at least Sr, Ln, Bi, Ti and O, and as a sub-component, an oxide of Mn and/or a compound being converted into the oxide of Mn after bein fired. In the raw material powder, 50% diameter (D50 diameter) in cumulative number-size distribution is 0.35-1.90 μm.
