PROBLEM TO BE SOLVED: To provide a bill validation device that can increase the precision of authenticity determination of a bill by a simple technique. SOLUTION: The bill validation device determines the authenticity of a bill M according to a ratio of transmitted light quantity in a watermark portion to transmitted light quantity of the portion other than the watermark portion.
