PROBLEM TO BE SOLVED: To develop an additive for converting a harmful selenium compound generated in burning various fossil fuel containing selenium or a waste material containing selenium into a harmless compound. SOLUTION: The additive added for converting the selenium into the harmless compound in a boiler using the various fossil fuel (including petroleum, coal, oil coke, asphalt, black liquor or the like) containing the selenium as fuel and a facility for incinerating the waste containing the selenium is the additive for the boiler and the incineration facility with one selected from a group of a mineral iron compound and an organic iron compound dissolved in water.
