PROBLEM TO BE SOLVED: To provide a technical means capable of easily repairing and replacing a tubular body for supplying melted snow water, cooling water, or melted water heat such as water spraying and feeding pipes, heat pipes, and heating wires and also capable of fractionally collecting old facilities for each material when the old facility is scrapped in slender concrete blocks longitudinally incorporating water spraying and feeding pipes for supplying water for melting snow on road surfaces and cooling, a heat pipe for supplying heat for melting snow without water, and rectangular flat plate-like concrete blocks incorporating the heating wires. SOLUTION: The block for water spray or the block for snow melting is divided into an upper block and a lower block on a horizontal plane. A groove for storing the water spray tube, the water supply tube, the heat pipe, or the heating wire is formed in a division surface of the upper and lower blocks (in the upper surface of the lower block, lower surface of the upper block, or both surfaces thereof). Fixing metal fittings such as nuts fixing tubular bodies stored in the groove are disposed along the groove at specified intervals, and the upper block 7 and the lower block are fixedly tightened with bolts and nuts.
