PROBLEM TO BE SOLVED: To prepare a cleansing cosmetic which has an extremely low irritation-exhibiting property in its employment process, and has an excellent makeup cosmetic-removing action, although conventional cleansing cosmetics have been difficult to remove the makeup cosmetics. SOLUTION: This cleansing cosmetic comprises an emulsion having a cloudy appearance and comprising (1) 5 to 10 mass % of water, (2) 5 to 12 mass % of a nonionic surfactant, and (3) 60 to 80 mass % of an oil. The content of the oily component is preferably 60 to 80 mass %. It is preferable to contain polyoxypropylene polyoxyethylene-2-decyldodecanyl, polyoxyethylene fatty acid glyceryl and a polyoxyethylene alkenyl ether as the nonionic surfactant.
