PROBLEM TO BE SOLVED: To provide a method of manufacturing a metal/metal oxide composite by which a composite formed by solid-solubilizing a metal (easily reducible metal) consisting of a specified metal element in a metal oxide can be easily obtained as particles dispersed in a solvent or as a film formed on the surface of a substrate, for example. SOLUTION: In the manufacturing method, the metal/metal oxide composite is produced by using a compound containing at least one kind of metal element to be selected from the metal element group (1) consisting of Pt, Pd, Ru, Rh, Ir, Ni, Cu, and Ag, and a metal carboxylic acid salt containing at least one kind of a metal element to be selected from the metal element group (2) consisting of metals not contained in the metal element group (1), and an alcohol, as a starting raw material; or the above-mentioned compound, a metal alkoxy group-containing compound containing at least one kind of metal element to be selected from the metal element group (2), and a carboxy group-containing compound, as a starting raw material, in the presence of an acid material.
