<p><P>PROBLEM TO BE SOLVED: To use a simple arrangement in a personal computer (PC) to control the noise caused by a fan for cooling heating components. <P>SOLUTION: Utility software 15 for the user to freely set the rotational speed of the cooling fan 3 for cooling a CPU 2 is installed in the PC 1. An EC 7 that constitutes part of a BIOS controls the drive of the cooling fan 3 at the rotational number inputted during the execution of the utility software 15. Also, the EC 7 throttles the CPU 2 according to the temperature of the CPU 2 read through a temperature sensor 17. Thus even if the user has set the rotational speed of the cooling fan 3 relatively low in order to reduce the noise, its operating clock decreases depending on the heating temperature of the CPU 2 to avoid the malfunction and damage of the CPU 2 due to heating.
