PROBLEM TO BE SOLVED: To solve such problems that it is impossible to detect the passage of a vehicle due to the irregular reflection of ultrasonic waves or a compact vehicle or the like in a method for detecting the passage of a vehicle with ultrasonic waves, and that maintenance is required due to the dirt of a lens or the like in optical detection, and that there is the influence of a noise in radio waves in a conventional traffic counting method and device. SOLUTION: A signal processing circuit 5 is mounted on a ground questioner 4; a transmitter 6 is connected to the signal processing circuit 5; an ultrasonic transmitter 7 is connected to the transmitter 6; a receiver 8 is connected to the signal processing circuit 5; and an ultrasonic receiver 9 is connected to a receiver 8. A detection signal detector 10 is connected to the signal processing circuit 6; a ground responder 11 is connected to the ground questioner 4 with a road interposed; a signal processing circuit 12 is mounted on the ground responder 11; and a receiver 13 is connected to the signal processing circuit 12. The ultrasonic receiver 14 is connected to the receiver 13; a transmitter 15 is connected to the signal processing circuit 12; an ultrasonic transmitter 16 is connected to the transmitter 15; and a reflector 17 is mounted on the neighborhood of the ground responder 11.
