<P>PROBLEM TO BE SOLVED: To provide a substrate for mounting a light emitting element wherein a light emitted from a light emitting element is efficiently directed to the outside of a device, and to provide a light emitting device having high luminance. <P>SOLUTION: The substrate 4 for mounting a light emitting element is provided with an insulating substrate 1 provided with the mounting part 1a of a light emitting element 5 on its upper surface and a wiring conductor 2 that is formed from the periphery of the mounting part 1a to the side surface or the lower surface of the insulating substrate 1.
