PROBLEM TO BE SOLVED: To provide an image forming apparatus which uses liquid developer and in which an image having high density, high fineness, and high image quality is obtained by improving the transferability of fine images. SOLUTION: The image forming apparatus includes a developing device 700 that forms a latent image on a photoreceptor 610 into a toner image in contact with liquid developer where charged toner is dispersed in the liquid carrier, and a transfer device that transfers a toner image on the photoreceptor onto an intermediate transfer drum 810, wherein the photoreceptor and the intermediate transfer drum face each other, a photoreceptor potential adjustment means 900 is provided for adjusting the potential of the photoreceptor so that the absolute value of a difference between the potential of an non-image area on the photoreceptor and the potential of the intermediate transfer drum is close to the absolute value of a difference between the potential of an image area on the photoreceptor and the potential of the intermediate transfer drum.
