PROBLEM TO BE SOLVED: To provide a powder mixing device capable of satisfactorily performing the pulverization and mixing of the lumpy body of powder with a simple constitution and also capable of feeding the pulverized and mixed powder with a simple constitution, and to provide a device for manufacturing solidified steel making dust using the powder mixing device. SOLUTION: The powder mixing device 20 is provided with a powder vessel 41 stored with powder as the material to be mixed and a screw conveyer 24 tilted from the bottom part of the powder vessel 41 so as to elongate to the upper part. The screw conveyer 24 is provided with a powder returning port 25 returning the carried powder to the inside of the powder vessel 41 and a powder exhausting passage 26 exhausting the carried powder to the outside of the powder vessel 41. The inside of the powder vessel 41 is provided with a pulverizing board 31 pulverizing the powder exhausted from the powder returning port 25 and made lumpy by falling impact. In the device for manufacturing solidified steel making dust, dust 10 as the powder fed from the powder mixing device 20 via a distributor 20 is compacted so as to be a briquette shape by the pulverization of a plunger 11 in a compacting die 8.
