PROBLEM TO BE SOLVED: To provide a primer exhibiting effect excellent also in adhesion to resin coating film in addition to adhesion to the underlayer in wet or dried state as the primer applied to the surface of the underlayer firmly bonding the underlayer to the resin coating film between the underlayer and the resin coating film when forming a resin coating film layer on the underlayer in water-proof/corrosion-proof construction of a structure. SOLUTION: When forming a resin coating film on the dried or wet underlayer containing water content not higher than saturated water content, the primer applying to the surfaces between the underlayer and the resin coating film comprises (A) a liquid epoxy resin, (B) a liquid polyamine, (C) an aliphatic epoxy compound having a low viscosity and (D) a silane coupling agent. A water-proof structure is a structure obtained by applying the primer to the surface of the underlayer and applying/laminating the resin coating film onto the coating layer.
