PROBLEM TO BE SOLVED: To solve the problem wherein power is insufficient in days of electrification, and to reduce environmental pollution. SOLUTION: A bank and a stepped inclined surface are provided in a place, where waves surge, to resist the wave to enlarge it. A lever is provided in the bank, and a jack and a fixing/releasing device are fitted to a vessel, and interlocked with the lever to move the vessel by synchronizing water level and height of the waves and to change position of the point of the lever where force is applied. An air pump is operated in the point of action of the lever, and several storage air compression tanks are provided to produce a large quantity of air pressure to be used in order.
