PROBLEM TO BE SOLVED: To provide an electrolytic gas-generating apparatus which does not frequently stop working even when an amount of water supplied to a water electrolysis tank is reduced, does not decrease an energy efficiency of gas generation during electrolysis even when having been left for a long period of time, further precisely grasps a consumption of the water, stops working in more precise timing, and does not deteriorate the water electrolysis tank. SOLUTION: The electrolytic gas-generating apparatus has the water electrolysis tank comprising a water-feeding pipe and an oxygen discharge pipe each connected to an anode side, a hydrogen discharge pipe connected to a cathode side, and a conjugate of an ion-exchange membrane and a catalyst electrode, which has catalyst electrodes bonded to both surfaces of the ion-exchange membrane, and is directed at generating hydrogen gas from the cathode and oxygen gas from the anode, by supplying water to the anode of the water electrolysis tank through the water-feeding pipe and applying DC voltage between the anode and the cathode of the water electrolysis tank, wherein a water tank is installed which is connected to the water-feeding pipe and the oxygen discharge pipe, and a check valve is installed in the pipe between the water tank and the water-feeding pipe.
