PROBLEM TO BE SOLVED: To prevent supercooled water from freezing on the way of circulation and eliminate an installation restriction of an ice thermal storage device. SOLUTION: A cold water/ice water circulation line 20 including an ice water generator 17 for pumping cold water 15 from an ice thermal storage tank 12 and circulating as ice water in the ice thermal storage tank is provided. The ice water generator, including an evaporator 1 of a refrigerating machine 4 for supercooling the cold water, and a supercooling releasing part 25 for releasing supercooling and generating the ice water, discharges the ice water and delivers to the ice heat storage tank.
