PROBLEM TO BE SOLVED: To impart uniform force of bondage to a deformed cross-section pipeline connection portion by reducing the bending rigidity of a belt without causing the deformation of a fastening portion. SOLUTION: A narrow portion 3 narrower than a belt width is formed near one end of a belt 2, and an oblong hole 4 is formed near the other end of the belt 2. The narrow portion 3 is inserted into the oblong hole 4 to cross the belt 3 at both ends, and a bolt 5 is fixed to one end of the crossed belt 2 and a nut 6 to be threaded to the bolt 5 is fixed to the other end. The nut 6 is guided to a frame member 7 displaceably in the axial direction in the rotation restricted condition, and the bolt 5 is rotatably supported at its front end on the frame member 7.
