PROBLEM TO BE SOLVED: To provide a method for producing a solid titanium catalyst component capable of producing a highly stereoregular polyolefin in high catalytic activity while suppressing the production of a lowly stereoregular polyolefin as a by-product, to provide a prepolymerization catalyst and an olefin polymerization catalyst each containing the above component, and to provide a method for polymerizing an olefin by using the catalyst. SOLUTION: The method for producing the solid titanium catalyst component comprises bringing (i) solid titanium containing magnesium, titanium, a halogen, and an electron donor (c), not undergoing titanium separation when washed with hexane at 25°C, and having a mean particle diameter of 26 to 75μm, (ii) a polar compound having a dipole moment of 0.50 to 4.00 Debye, and (iii) liquid titanium (d) and/or an electron donor (e) into contact with each other at 40°C or higher to lower the titanium content of the solid titanium (i) by at least 25 wt.% to produce the solid titanium catalyst component (A) having a weight ratio of the electron donors (c+e)/titanium of 7 or higher and a mean particle diameter of 25 to 70μm.
