PROBLEM TO BE SOLVED: To provide an additive which is capable of restoring contaminated sites in various geological states and used for the biological restoration of soil, ground water or bottom deposit contaminated by an organic halogen compound, in particular an organic chlorine compound and which realizes the restoration with a low cost. SOLUTION: The additive has a substance for forming/activating microbial consortium, a substance for accelerating the reductive dehalogenation of anaerobic microorganisms and a substance for forming an anaerobic state. By the additive, an indigenous microorganism group (microbial consortium) consumes oxygen in the soil, ground water or bottom deposit to make the atmosphere of a restoring object anaerobic (in the anaerobic state). In the anaerobic atmosphere thus formed, the anaerobic microorganism decomposes the organic halogen compound being an electron acceptor by reductive dehalogenation by using a supplied electron donor or an electron donor produced by the decomposition of a supplied other additive and further decomposes the organic halogen compound into a final product of inorganic halide.
